To choose a licensed plumber El Paso homeowners can trust, confirm the person and the company in the Texas State Board of Plumbing Examiners public license search, check that the Responsible Master Plumber’s license number appears on the truck, ads and written estimate, ask how the problem will be diagnosed, and get the price and scope in writing before work begins.

A plumbing mistake rarely stays small. A bad drain repair can flood a slab, and a careless water heater job can put a family at risk. That is why Texas licenses plumbers at the state level.

This checklist covers the Texas license types, a quick lookup, what state rules require on trucks and estimates, and the questions that separate a careful plumber from a guesser.

The short answer: verify the license, then the company

Every plumbing company in Texas works under a Responsible Master Plumber, often shortened to RMP. That person is accountable for the work done under their license, whether an employee or a subcontractor does it. So there are really two checks: is the technician at your door licensed or registered, and is the company backed by an active RMP?

Beyond the license, look for a company that diagnoses before it prices. On our plumbing service calls, the first step is finding the cause, and on drain and sewer problems that means a camera in the pipe.

Texas plumbing license types, explained

The Texas State Board of Plumbing Examiners issues four licenses, three endorsements and four registrations. Knowing the difference tells you who can do what on your job.

An apprentice on your job is normal. What matters is licensed supervision and an RMP behind the company.

How to look up a plumber El Paso homeowners can trust

The state’s public search, hosted by the Texas Health Professions Council, lets you search by name, license number, city or county.

A common mixup

A business license or a handyman listing is not a plumbing license. Ask for the state plumbing credential specifically.

What Texas requires on trucks, ads and estimates

Texas makes licensing easy to verify because companies must show it. Under 22 Texas Administrative Code 367.10, the RMP’s license number and the company name must appear on both sides of every service vehicle, preceded by M, MPL or RMP, in contrasting letters at least two inches tall.

All advertisements by a plumbing company designed to solicit plumbing business state the license number of the RMP of record, regardless of the type of media used.

That is the rule’s advertising language, with narrow exceptions such as radio spots and third party listings. The same rule says the first page of every written proposal, invoice or contract must list the RMP’s first and last name, the license number, the phrase “regulated by the Texas State Board of Plumbing Examiners,” and the board’s contact details.

An estimate with no RMP name or license number is a signal. A company that skips required disclosures may skip other things too.

Questions to ask before you book

Ask about process before price, because the process decides the price.

Six questions worth asking on the phone

That last question matters in El Paso, where many older central and east side homes still have cast iron or clay sewer laterals. A video camera inspection settles the argument with footage you can watch yourself, and our guide on how to read a sewer camera report explains what you are looking at.

What a fair price looks like

Plumbing prices vary with the job, the hour and the experience of the person doing it. HomeAdvisor’s 2026 survey data puts the national average plumbing job at $341, with most jobs between $182 and $501, and service call fees of $100 to $250.

Top of the typical hourly range by experience: Apprentice$90; Journeyman$110; Master$200
Source: HomeAdvisor, updated June 2026. Ranges start at $45, $60 and $80 an hour.

These are national ranges, not El Paso quotes. Local pricing depends on access, pipe material and what the camera finds. A plumber who finds the real cause in one visit usually beats a lower rate with three return trips.

Red flags and green flags

Walk away vs. keep talking: Red flags; No license number on the truck or estimate; A big replacement quoted before anyone looks inside the pipe; Pressure to sign today or lose the price; Cash only, large upfront payment, no written...

Watch the upsell

Recurring drain clogs do not automatically mean a new sewer line. Sometimes a thorough drain cleaning is enough. Ask to see the evidence before agreeing to a replacement.

What to do next

  1. Call two licensed companies with the questions above.
  2. Run the RMP license number through the state search before the visit.
  3. Ask for camera footage or photos on any drain or sewer diagnosis.
  4. Get the scope and total in writing, with the RMP name on page one.

Questions El Paso homeowners ask about hiring a plumber

Can a handyman do plumbing work in Texas?

Generally no, not for pay. Texas requires a state plumbing license or registration for plumbing work performed for the public, and the work must fall under a Responsible Master Plumber. Replacing a water heater or repairing a sewer line is licensed plumbing work.

What is the difference between a master plumber and a journeyman?

Both install and repair plumbing under a Responsible Master Plumber. A master plumber holds the higher license and can qualify to become an RMP, the person responsible for a company’s plumbing contracts. A journeyman works under that supervision.

How do I report an unlicensed plumber in Texas?

The Texas State Board of Plumbing Examiners takes complaints through a general complaint form on its website, and you can call the board at 512.936.5200 on weekdays. Include estimates, invoices and photos.

Should I get more than one plumbing estimate?

For a small repair, one licensed plumber with a clear written price is usually enough. For a sewer replacement or relining job, a second opinion is reasonable. Ask each company for camera footage so you compare the same diagnosis.

Is it normal to pay a service call fee?

Yes. Most companies charge a trip or diagnostic fee. HomeAdvisor’s national data puts typical service call fees at $100 to $250. Ask up front what the fee covers and whether it applies toward the repair.
